Mr. Speaker. in considering human rights violations in the Soviet Union. the focus of the public and we in Congress has been on the Soviet refusal to allow refuseniks to emigrate and the continued disregard of the human rights of Soviet dissidents. Placing our focus on these Soviet violations of the Helsinki accords is important. Oftentimes these Soviet citizens are in severe straits. They have lost their Jobs. have been exiled and continually harassed and. in some instances. have developed serious health problems. While our efforts to secure the release of these prisoners of conscience are not always successful. we must continue to bring public pressure and world opinion to bear on the current Soviet policies.
