Mr. Chairman. I greatly appreciate the gentlemans comments. I would say to the gentleman from New York that I certainly did bother to read his words. and if the gentleman bothered to listen to my statement. I opened it up with the very clear statement that the effect of this could be quite the opposite of what the authors intended. I would point out that in putting together my statement. I talked at great length with the Cambodian refugees who are in my district. and that is their great fear. Mr. Chairman. I thank the gentleman for giving me this opportunity to reply.
