So that is. I think. the genesis of where those refugees come from. and certainly if we can do anything possible to meet these two problems. No. 1. the lack of authority in the years to come under the Khmer Rouge and. second. a lack of the presence of the Vietnamese. if anything. you are going to see a total drying up of Cambodian refugees.
