I applaud this action and wish to point out to my colleagues the very significant role played by the State of Nebraska in the evolution of this day. Nebraska was the first State in the Union to recognize Arbor Day. having established it as a State holiday in 1885 in tribute to the great agriculturist Julius Sterling Morton. Mr. Morton was born in New Jersey but. following the tide of emigration to the West. made his way to Nebraska in 1854. He became involved in territorial politics and in 1858 was appointed by President James Buchanan to be territorial secretary. an office he held until 1861. Mr.
