But I think the rest of us would rather exercise a little discretion. for a relatively small amount of money. People like the gentleman from California. the gentleman from Kentucky. not among our most profligate Members. maybe do not have the credentials as fiscal conservatives in these matters. but we have some people here who I think may meet that more stringent test. We are talking about a terribly delicate and sensitive problem. racial tensions. refugees from oppression. people whose lives are uprooted by the Vietnamese war whom we are trying to resettle in a sensible and decent way in this country. To say. if they should get these slight increases. to say they should not get those because it violates the budget resolution seems to me untoward. I was glad to join with my friend from Connecticut yesterday raising the amount for legal services.
