Several points I think should be made. and I oppose this amendment by the distinguished gentleman from Wisconsin very strongly. President Reagan made quite a name for himself as a Governor of California is establishing what we colloquially refer to as the SB 90 principle. the notion that when one level of government starts mandating costs and mandating programs which cost other levels of government considerable funds. the level of government that is doing the mandating has a fundamental obligation to finance those costs. The fact is that the refugee program in this country is a Federal program. it is a function of our foreign policy. In fact. each year on an annual basis. as I understand the process. the State Department meets with the leaders of those parties in the Immigration Subcommittees in both the House and on the Senate side to discuss exactly how many refugees are going to be admitted and from which countries they are going to be admitted. And the entire program of refugee admission is one done at L- Federal level by the State Department .:n consultation with Congress. And :.aong things. among other parts of this legislation. this targeted program is simply one part. not a total part. not a totally complete funding of a Federal program. a Federal mandate to the areas most impacted.
