It has been particularly burdensome to our county of Dade and our State. The manager of Dade County made the statement to the Budget Committee of this House when he was Just a little while ago holding hearings in Dade County. that Dade County. other public local authorities. and the State of Florida and the associated political institutions have spent hundreds of millions of dollars in the last few years trying to deal in a decent way with these human beings who were refugees. who came into our area. We are not asking that we be entirely excused from bearing a particular burden. but we just do not think we ought to have so much of it as has been imposed upon us in the past and especially if the distinguished gentlemans amendment should be adopted and the $50 million which is already authorized for 1985 should be denied to California. Florida. and the other States of this Nation and their political subdivisions who have borne such a large share of this burden.
