We still have the problems because we have not been able to work those people out of the system. It is a tremendously important thing to realize. and I think if you look at this in that way and understand that. you would have a much better appreciation of this fact. The fact is that ORR. the Office of Refugee Resettlement. has $21 million in fiscal year 1984 targeted to Florida. allocated to Florida. and $3 million has still not been paid. For this reason and a variety of other reasons. the State Governors of this Nation and the National Conference of Governors have endorsed this program and the continuation of it. They have endorsed this bill and encourage us to pass it. and I am sure they would Join with us today in urging the defeat of this amendment.
