I could not verify that. but it sounds reasonable. yes. I do not know that for a fact. but there is money in the pipeline and it could go until next June. Let me just continue by saying. as other sponsors. other speakers. have said. some 80 percent of all the refugees who have arrived in the United States have settled In 14 States. and 2 or 3 States have been preeminent in resettlement and. of course. targeted assistance does help those States which have no decisions. as the gentleman from Florida said in how many come in and where they come in. That is a governmental decision. a Federal decision. and yet. if the amendment offered by the gentleman from Wisconsin were to prevail. then the question of who pays the money would maybe have to be totally borne by local and State governments. which I do not think would be an equitable solution. Let me also say that the targeted assistance program. which has been in operation since 1983. is not based on statutory authority.
