Mr. Chairman. this amendment strikes the $50 million authorization for targeted assistance for each of fiscal years 1986 and 1987. A sudden and large number of refugees during the late 1970s and early 1980s led us to develop the Targeted Assistance Program. Up until that time. the refugee entrance ebbed and flowed on a regular basis somewhat like the oceans tides. This gentle flow became a tidal wave which threatened to engulf the resources of certain geographical areas within the United States. The Federal Government responded by creating targeted assistance. Now that the tidal wave has ceased. so must the response.
