Mr. Chairman. I wish to support the swift passage of H.R. 1452. the Refugee Assistance Extension Act of 1985. It Is a piece of legislation which is long overdue. and it is an essential element of our national policy affecting the needs of refugees permanently entering this country. I also wish to praise the ranking member of the subcommittee. Mr. LUNGREN. for his successful efforts to define by statute the legal responsibility which attaches to voluntary agencies carrying out their supervisory role in the placement and settlement of refugees in the United States. I believe this is an appropriate response to the concerns of the voluntary agencies over the seemingly openended nature of their potential legal liability. But
