There is no close connection. There Is no working relationship between the voluntary agency and the person to be resettled. Many of us never thought we would have to go to this point but. frankly. when you have 54 percent of all refugees within the first 36 months who are welfare dependent. and in my home State 85 percent who are welfare dependent. we recognize once again what many of us have said on this floor. We have achieved the unachievable. We have surmounted what sociologists would tell us we would have been unable to do in that we have taken a population which is basically goaloriented. familyoriented. joboriented. not dependencyoriented. and made over 50 percent of those people welfare dependent within their first 3 years of coming to the United States.
