Every witness appearing before the subcommittee and before the committee spoke in favor of retaining the program at the current funding level. and that Is what H.R. 1452 seeks to do. Finally. Mr. Chairman. the bill. H.R. 1452. prohibits the employment by the administration of block grants as a means of funding domestic refugee resettlement programs. This was first proposed in the 98th Congress. It was again suggested later in that Congress. but it has generally met with resounding disapproval and total silence on the part of the Governors and local authorities who have the responsibility of resettling these individuals.
