Now. our charter of freedom. our Declaration of Independence. is worth reviewing a little bit. It says that governments are instituted among men and they derive their just powers from the consent of the governed. And it says when government becomes destructive of the ends of life. liberty. and happiness. they. the people. have a right to alter or abolish them. It goes farther than that. It says they have a duty to throw off such government. That is what the Contras are doing. I say stand with them. not to make refugees out of them as this legislation seeks to do.
