But if in effect what we seek to do is to pursue a regional peace effort to try to keep out all outside forces with regards to Central America. then the Hamilton amendment is the only honest approach that lays out that kind of policy. Humanitarian aid here under the Hamilton amendment is legitimate humanitarian aid in that it is provided to all refugees and provided through the Red Cross. It also extends the Boland amendment which makes clear that we will not provide military aid under the guise of humanitarian aid. and it sets out specific policies with regards to diplomatic efforts and our security interests. It is a much more honest approach to what our policy should be in Central America.
