I would like to acknowledge the very fine statement made by the chairman of the Committee on Intelligence on which I serve as the ranking member. However. I must strongly oppose that amendment. As did the Barnes plan. the Hamilton amendment plays right Into the Sandinistas hands. It urges the Nicaraguan democratic resistance to give up their fight for freedom and to leave Nicaragua. It seeks to turn the democratic Nicaraguan resistance Into refugees in exile. dependent upon handouts from the United States and our allies. This amendment does absolutely nothing to encourage the Sandinistas to stop their internal repression. It does absolutely nothing to encourage the Sandinistas to stop their external subversion or to negotiate in good faith.
