One approach would prevent any U.S. assistance from going directly to the Contrasthereby forcing them to abandon their camps In order to reach refugee assistance through International refugee organizations. The ef.%ct would be to deny them any mantle of acceptance and respectability and to significantly reduce their diplomatic role and leverage by being forced to disperse or simply ignored in the process. The principal achievement of this approach would be to assuage the U.S. conscience and reduce our role and responsibilities.
