President. in my State of New Mexico we have five I.C funded programs. These programs reflect the diversity of our States population and the need for specializled legal services to meet the unique legal problems of New Mexicos poor. Two of the LSC projects serve eligible American Indian populations. One project has a migrant legal services component and the remaining two programs serve the major metropolitan populations of Sa..ta Fe and Albuquerque as well as .urrounding rural areas. I am wholly convinced of the service that these five projects contribute to lowincome New Mexicans. New Mexico legal service directors indicate that the 1982 budget reductions resulted in a 45percent decrease in staff.
