The Radio Maccabee Program provides us with an opportunity to do something constructive. something tangible to help those courageous people to maintain their hope for a better future. The Radio Maccabee Program would provide items of general cultural. intellectual. political. and religious interest to the Soviet Jewish population. as well as Hebrew education courses. This raises an important point because much of the attention here in Congress on Soviet Jews focuses on those refuseniks wishing to emigrate but who have been denied. There are apparently many Soviet Jews who have not yet indicated an interest in emigrating. or who might not wish to emigrate. and yet who also have an obligation to these people to help them retain their senses of identity In the face of conformist pressures by the Soviet Government. In addition. this amendment instructs Radio Liberty to take into account the special needs and concerns of the activists and refusnik population in the Soviet Union and to provide news. commentary. analysis. and other programming appropriate to those needs and concerns. What will all this do the deficit?
