In Costa Rica. President Monge has taken dramatic steps to build within the existing security structure of his country the capability to eliminate the threats of subversion of his democracy. and to defend his border against Nicaraguan incursions. Though his country is extremely vulnerable. he has supported the democratic opposition to the Sandinistas and welcomes the refugees from that regime. In Honduras. President Suazo walks a narrow line in maintaining the momentum of his democratic revolution against those who are critical of his role in supporting the FDN and cooperating with the United States and those who do not feel he has gone far enough.
