The point that I made this morning in the debate. and I think the Senator from Delaware recognizes this in his amendment. is that we sometimes make the mistake of seeing this problem visavis the national directorate. the Sandinista dictatorship in Nicaragua. as a U.S. national security issue. We have been deluged with the fact that this is the Soviets marching up from Nicaragua. We have been deluged with the fact that it is the start of refugees and the launch of Soviet missiles into San Antonio and St. Paul and places like that. So we tend to look at it that way.
