SAM came to the committee soon after his election to Congress. and he assumed the chairmanship of the Subcommittee on Administrative Law and Governmental Relations in 1982. He has ably chaired the consideration of all the diverse matters coming up before that subcommitteeincluding regulatory reform. amendments to the Ethics in Government Act. possible revisions of the Federal Tort Claims Act. and. last year. hearings on the proposal to compensate Aleuts and Americans of Japanese descent for their forced relocations during World War II. SAM has also served as a member of the Subcommittee on Immigration. Refugees. and International Law. He has been actively interested in immigration policy. applying his considerable knowledge to this most complex issue. And as a former member of the Subcommittee on Criminal Justice. SAM spent many hours working on the bill to amend the Criminal Code.
