I trust that Secretary Baldrige will raise the question of human rights during his talks. Progress will not be easy. My hope is that in the context of our expanded dialogue with the Soviets on arms control. trade. and other issues of concern that we can make genuine and lasting progress on the human rights question as well. Let the history of the liberation of the Ethiopian Jews be repeated. Let those who wish to join their families in Israel and elsewhere be permitted to leave and let those who seek to emigrate for purposes of religious or political freedom be given this basic human right.*
