Administration officials argue that Congress is to blame. The Refugee Act of 1980. they say. establishes criteria for political asylum. and the Nicaraguans cannot meet this criteria. I submit. Mr. Speaker. that the statute simply provides the framework. It is the administrations interpretation of the law that is faulty. On the one hand. the administration calls on the American people to oppose the Marxist Sandinista government. On the other. it sends back to that very government people who have fled Marxism. Such a policy is woefully contradictory. I call on the administration to reexamine its policy toward the deportation of Nicaraguans and to allow extended voluntary departure.
