I think we have opened up today one of the more interesting issues that is not going to get covered in this budget debate. That is whether or not there is in this body as we approach the budget issues any sense of national purpose. I compliment my colleague from Delaware for finally reminding us of the fact of whether it is the Amtrak issue. refugee issuewhatever it isthat what Is totally lost in the discussion of the budget is what are we doing in the Congress of the United States? The Amtrak issue is not an issue of subsidies as much as it is an issue of a national commitment to a transportation system. I would argue with my colleague from Missouri that we even have a national transportation system in this country.
