Speaker. on April 18. a tragic incident occurred. Humberto Carillo Estrada. a 12yearold Mexican boy. was shot and wounded by a U.S. Border Patrol Agent. Humberto was standing on the Mexican side of the border and reportedly throwing rocks at agents who were trying to apprehend his 15 yearold brother. Humbertos brother was attempting to return to Mexico. The U.S. attorneys office in San Diego determined that it had no statutory authority to review this case. While only a full and accurate accounting of the situation can determine if the Border Patrol Agents actions were justified or not. it would be a travesty if improper conduct did occur and no Federal action was taken. This is clearly a Federal matter that should be handled by the Federal Government. Mr.
