Social Security recipients of our country are rightfully outraged to learn that this law exists. Especially in light of the fact that their own benefits are so often bandied about in Washingtonwith the threat of reductions. in order to save money. The amendment before us today is a fair and logical solution to this illogical law. By returning all payments to illegal aliens and nonresident aliens. with interest. they will not lose a penny of their hard earned money. and the Social Security system will no longer be obligated to make payments to them. Mr. President. I have become increasingly concerned by the fact that the young people in this country. who are now paying into the Social Security system. are skeptical of the programs ability to meet payment demands once they retire.
