I bring to the attention of the Senate the outrageous and demeaning treatment inflicted by the Soviet authorities upon Evgeny Matskin and his family of Leningrad. whose only offense against the Soviet State is their desire to leave it. In 1979. when he applied for permission to emigrate to Israel. Evgeny Matskin was a Ph.D. in electrical communications with 10 years of experience in computer design. He was fired immediately from his professional position and required to take a Job as a stoker in a boiler room. Mr. Matskin did not give up. He applied again in 1981 for an exit visa. This time. he was taken from the boiler room job and made the assistant administrator of a public bathroom. His income dropped from 250 rubles a month to 85. But the Matskin family persistsand so does the stubborn refusal of the Soviet authorities to grant them permission to emigrate. That Soviet attitude is something I find incomprehensible. Do the Soviet authorities fear that as a computer designer.
