The bill is in concert with the overall thrust of the administrations budget request. with several notable exceptions. I do not believe that Federal employees should be required to take the 5percent pay cut that the administration has recommended. The bill contains no pay cuts for Federal employees. The bill reflects my belief that the administration has not requested sufficient funds for certain functions of the Immigration and Naturalization Service and. therefore. we have added funding to strengthen these important services. The administration has requested additional funding for the U.S. attorneys. This request is based on the assumption that the Comprehensive Crime Control Act of 1984 would require additional U.S. attorney positions.
