Mr. Speaker. I rise to join my colleagues in urging the leadership of the Soviet Union to grant exit visas to all Jews wishing to emigrate and religious freedom to those who wish to remain. New leadership in the Soviet Union. resumption of arms talks. the possibili. ty of a summit conference. all hold out the promise for improved United StatesSoviet relations. A gesture on the part of the Soviets toward the Jewish "prisoners of conscience" would not go unnoticed by this Congress. The climate for reconciliation between our two nations continues to be poisoned by the Soviets blatant disregard for basic human rights.
