The foreign national guards perform vital services assisting our U.S. Marine guards by controlling perimeter access to our missions and related jobs. The subcommittee slightly increased the State Departments recommended levels for the Asia Foundation to $10 million. which is the Foundations current funding level. and added approximately $14.1 million for other purposes. including refugee resettlement in Israel and African relief. We are also recommending a decrease In the Departments international organization and conference account in order to fund the relief and resettlement activities I Just mentioned. In order to reassert a more appropriate measure of congressional involvement in important aspects of foreign affairs. we recommended the passage of a new section 104 to repeal the permanent authorization for U.S. payments to the United Nations for expenses of the U.N. peacekeeping force In the Middle East.
