Mr. Speaker. the recent transition of power in the Kremlin raises hope for a new era of respect for human rights in the Soviet Union. The Jewish community in the Soviet Union is particularly anxious to see an improvement in this area. They hope that they will benefit from a relaxation of the Soviets policy of refusing them the right to emigrate. On this note. I would like to call my colleagues attention to a recent article in the Chicago Tribune by Howard Tyner which discusses the views of members of the Jewish community regarding their new leader.
