The purpose of H.R. 2068 is to authorize appropriations for fiscal years 1986 and 1987 for the Department of State. the U.S. Information Agency. and the Board for International Broadcasting (which makes grants to Radio Free Europe and Radio Liberty). Included are funds for the administration of foreign affairs. international organizations and conferences. migration and refugee assistance. for the modernization of Voice of America. and for the National Endowment for Democracy. This legislation is essential to maintain the daytoday operations of our foreign policy throughout the world. I would like to commend the Committee on Foreign Affairs for its expeditious action on this legislation.
