I think the original proposal is basically a good plan and well intentioned. It differs in these three respects: First. aid is all direct humanitarian assistance. second. additional economic sanctions against Nicaragua are urged. and third. military assistance could resume after 5 months. not 2 months. Third. the Michel amendment permits assistance only for the Nicaraguan democratic opposition. but not for other refugees and victims of the conflict going on in Nicaragua or in the region. What about the independent peasant or the person that has no political affiliation? Most of these refugees do not know who they are for or who is even fighting. Fourth. this provision allows for the entire military infrastructure of the Contras to remain intact and be strengthened. Funds could be used for improving infrastructure including presumably nonlethal military items and logistical support such as trucks. uniforms. since only "arms. munitions. or other weapons of war" are prohibited by the Michel amendment.
