It is grounded in the principles of international law. in the principles of democracy and respect for the sovereignty of nations that are our proud heritage as a nation. These are the principles. not our overwhelming military power. which give us the right to claim leadership among the community of nations. These are the principles we must embody in our policy in Central America today. The Hamilton substitute emphasizes diplomacy over military intervention. It provides a strong endorsement and Incentives to implement the Contadora peace process. And it provides genuine humanitarian assistance to refugees from Nicaragua. aid that will be supervised through internationally recognized relief organizations in areas where such assistance is truly needed. The issue we face today is simple. It is clear.
