It is easy to see how this aid could be misused. The CIA might not control this money but they surely would be responsible for distributing it. Yet the CIA has rarely acted as a refugee relief agency. If we want to help refugees. we should do so through respected channels such as the Red Cross or the U.N. High Commissioner for Refugees. Even if the $14 million were used exclusively to buy food and medicine. the Michel alternative would still be providing military aid to the Contras. This is because the Contras could easily divert the money otherwise needed for food and medicine to buy weapons and ammunition.
