We do now have an opportunity. however. to attempt a diplomatic solution. by working with others in the region and supporting the Contadora process. In this regard. the alternative before us today. the HamiltonBarnes amendment. puts us on record as supporting a peaceful resolution to our disagreements with Nicaragua. It furnishes $10 million for humanitarian assistance. to be administered by the Red Cross and the High Commissioner for Refugees. $4 million set aside for the Contadora process. It gives us an opportunity to reduce the deaths. and move toward the democratic process in Nicaragua. Nicaragua has stated that. if given the opportunity. it will reduce outside advisers and broaden democratic participation.
