The problem is the fact that the situation in Nicaragua is inside. It is internal. The problem is not the fact that there are refugees. That is an unfortunate result. and a terrible consequence. and a tragic result of what Is going on inside the country. which is a lack of liberty. a lack of freedom. a closed society. no right to petition their government. increased censorship. no independent judiciary. the lack of habeas corpus. a growing Sandinista army which is now 15 times the size of the army of Mr. Somoza. involvement of the PLO. involvement of the Libyans. that is what the problem is and that is the flaw in the Hamilton amendment.
