Panama. and Venezuela have already won the respect of both sides and their mediationnot the club of more U.S. Contra aidis nore likely to produce a solution. it indefinitely bans military aid to the Contras until Congress specifically approves such aid. it reinforces a constructive U.S. role in the area by providing $10 million to the International Red Cross or the United Nations for aid to any Nicaraguan refugees outside of their homeland. I dont favor a cutandrun approach. and Im no fan of the Sandinistas. I dont want to see Nicaragua in a fixed orbit around the Soviets and Cubans.
