I support this compromise because its goal is peace. arrived at peacefully through the 21 Contadora principles. It provides for a congressional role in determining whether progress is made toward peace and democracy in Nicaragua. and explicitly states that that determination will be made within the context of a regional settlement. It is reassuring to me that the $10 million in humanitarian aid would be provided only through the International Committee of the Red Cross or the U.N. High Commissioner for Refugees.
