Mr. President. I would like to take this opportunity to express my strong support for continued aid to the freedom fighters in Nicaragua. I believe we have a proposal before us which should be enacted before we discover that communism has become the ruling faction in Central America and masses of refugees are fleeing to our country for our continued aid and support. Just because this may not happen tomorrow. does not mean It will not happen in the not too distant future. We must take some action now. We have heard a lot of discussion today about military aid.
