I believe the American people would support that. and I would vote for It. but no direct aid for the Contras. and beyond that I would support a resolution that would insist that the administration return to Manzanllo. take up the bilateral talks once again as a path toward normalizing our relations and leading to friendly relations with Nicaragua. to insist that we follow through with a ceasefire whereby the U.N. High Conmission on Refugees would be in charge of relocating and resettling the Contras wherever they might want to go. in Nicaragua or any other land. This I believe. Mr.
