Humanitarianthey can call It humanitarian or whatever they want to. but I will support no direct aid. If they want to go to the International Committee of the Red Cross or the U.N. High Commission on Refugees for humanitarian aid to refugees. I believe the American people would support that. and I would vote for It. but no direct aid for the Contras. and beyond that I would support a resolution that would insist that the administration return to Manzanllo. take up the bilateral talks once again as a path toward normalizing our relations and leading to friendly relations with Nicaragua. to insist that we follow through with a ceasefire whereby the U.N. High Conmission on Refugees would be in charge of relocating and resettling the Contras wherever they might want to go. in Nicaragua or any other land. This I believe. Mr.
