Mr. President. I am today introducing legislation to halt the flow of hundreds of millions of dollars being paid each year in Social Security payments to illegal aliens and to those individuals living outside the United States who are not citizens or U.S. nationals. Exactly how much money Is being paid to these two classes of beneficaries has never been determined. With respect to payments to overseas recipients. the General Accounting Office estimates that the Social Security Administration sends over $1 billion in benefits abroad annually. with more than twothirds of this amount going to individuals who are not citizens or nationals. The GAO has no idea how much the Social Security Administration pays to illegal aliens. Mr. President.
