I was pleased that the Committee on Foreign Affairs. of which I am a member. recently passed this measure. which was approved by the Senate. The resolution before us outlines the obligations and commitments of states party to the Helsinki accords of 1975. The Helsinki Final Act underscores the commitment that these signatory nations are obliged to respect with regard to human rightsrights to freedom of movement. thought. religion. cultural exchanges. and freedom to emigrate. While the intent of the Helsinki agreement Is clear. the Soviet Union and other Warsaw Pact nations have failed to implement the Final Act. Indeed. these nations have continued. and in a number of areas. accelerated their blatant denial of even the most basic human rights.
