I would like to draw the attention of our colleagues to a report issued by the General Accounting Office last month on the work of the Helsinki Commission. The GAO found that "with a small professional staff. the Commission has: First. actively promoted a strong U.S. human rights policy in the Helsinki process. second. played a major role in planning and conducting U.S. Helsinki diplomacy. third. made itself a principal Western source of information on Soviet and East European violations. and fourth. helped resolve numerous family reunification cases for Eastern victims of Communist repression." Mr. Speaker. I am extremely proud of the Commissions record and I would like to take this opportunity to offer my best wishes to the Commissions new Chairman from the other body. the distinguished Senator from New York.
