Many of the people. however. would rather tend their fields at night by lantern light than leave the land of their ancestors. Because the Kabul government will not allow international relief agencies to operate within Afghanistan. alternative ways of providing humanitarian assistance to the people still inside Afghanistan must be found. At the same time we must not forget those who have been forced out of Afghanistan. There are over 3 million refugees in Pakistan. and we must continue to assist the Pakistani authorities and worldwide relief agencies in aidina them. Five years of oppression by the Soviets have made one thing clear. they are in Afghanistan for the long haul. They are undertaking a massive program of Sovietization.
