This is a compromise between the House requirement that the funds be obligated by September 30. 1985. and the Senate availability through September 30. 1986. The conferees agreed to amend Senate language requiring 5day notification of the Appropriations Committees of the House and Senate prior to the obligation of disaster assistance funds. unless the emergency is lifethreatening and immediate action is necessary. Similar 5day notification language added by the Senate for emergency refugee assistance and regular refugee assistance was dropped by the conferees. The House conferees accepted Senate language waiving the Brooke amendment banning aid to any country in default on prior U.S. loans. Unless waived. the Brooke amendment would prohibit any refugee assistance in the bill from being used in Sudan. a country which has provided a haven for thousands of refugees from Ethiopia. Chad. and other faminestricken neighboring nations. Senate language waiving the requirement for authorizing legislation before these funds for nonfood aid could be obligated was dropped in conference.
