Mr. Speaker. I appreciate the gentlemans yielding. I would just like to make a point relating to a statement made by the secretary of state form Indiana Mr. Simcox who made a speech last week expounding on a subject very appropriate to Indiana Secretaries of State. and that is foreign policy and immigration. In the course of that speech he referred to those coming into this country from Mexico as "wetbacks." The chairman of the Congressional Black Caucus and I as chairman of the Hispanic Caucus have asked Mr. Simcox for an apology for this insensitive remark. If this man treats people as sensitively as this statement he made indicates.
