Soviet Jews are fighting for the basic human rights to maintain their religion and culture. They are also fighting for the internationally recognized right to leave a country which is denying them their heritage. This right to emigrate is upheld by the Helsinki Final Act. the International Covenant on Civil and Political Rights and the Universal Declaration on Human Rights. Although the Soviet Union ratified these agreements. they disregard them and do not permit Soviet Jews to emigrate freely. This action is in direct violation of the spirit of these treaties. We in Con .:.ess must continue to speak out for -l Soviet Jews. such as Ilya Vaitsblit and his family. and make it known to the new Soviet leader that we are against all forms of antiSemitism.0
