Mr. Speaker. I am concerned about the fate of Josef Golfman. who applied for permission to emigrate to Israel in January 1978. and who was refused permission by the Soviet authorities in December of the same year. The Soviets invoked secrecy as the reason for refusing Mr. Golfman. a chemist. permission to emigrate. The harassment of Soviet Jews and the refusal of the Soviet authorities to allow their emigration is not just a Jewish or Western issue. it is a fundamental matter of human rights recognized in the Universal Declaration of Human Rights. the International Covenant on Civil and Political Rights and the Helsinki Final Act. Mr. Speaker. we in Congress are deeply concerned about human rights.
